Pre-built knowledge artifact (embeddings index + curated baseline) for Manetu PolicyEngine LLM tooling. The JAR bundles the static files under knowledge/ so they can be fetched as a Maven dependency and embedded in agent deployments without requiring a Python runtime at runtime.
